As flawed as Zaheer's anarchist philosophy was (the fact he was imposing his will on those who didn't share it being a fundamental betrayal of anarchism, for one) at the end of the day, the Earth Kingdom sort of needed him to tear Ba Sing Se to pieces.

Aang just kinda assumed everything would work out when he helped to free Ba Sing Se, but the police state that the city of walls and secrets perpetuated wouldn't just go away overnight, and it's naive to believe otherwise.

Ba Sing Se wasn't the kind of city you saved, it was the kind you razed to the ground, ripped out the stump, and built something better in its place. So Zaheer has his buddies turn the walls into magma and terrorise the citizens, while he assassinates the Earth Queen in one of the series' most shocking moments. Airbending was always thought to be the cute, fun bending used by the 12 year old protagonist of the last series, but like waterbending, it can be incredibly destructive in the right hands.
