If there is anybody you want to play a sad, aged, super-nerd in a TV series, Patton Oswalt is your guy.

Not only does he have genuine knowledge of that kind of pop-culture, but he also sells the part wonderfully. He plays Garth Blunden, a Pawnee resident who is trying to filibuster Leslie's motion to get rid of throwing a man named Ted into the lake every year.

He considers the event to be a traditional Pawnee ritual and does everything in his power to stop it from happening. In Leslie's desire to get rid of him and get her motion to pass, they come to an arrangement that they shall live as 1817 Pawneeans until one of them backs down.

Of course, Garth is well suited to the life and Leslie is forced to back out of the deal. Though she offers a deal to him that a volunteer be thrown into the river every year, rather than the one-man called Ted.

The final joke about him not being able to swim is great since it feels like after a whole episode has gone by he'd have mentioned it at some point.
