Why yes, that's series creator Joss Whedon under that make-up, dancing around like an idiot and having a wonderful time doing it. Numfar was a bit of a lark for Whedon, who later joked about a Numfar spin-off. In the world of Pylea, a land without music, Numfar used dance to commemorate heroic or shameful events, doing the "Dance of Joy," "Dance of Honour," and "Dance of Shame" - all of which were essentially the same dance. Getting into full costume and make-up just to dance around like an idiot in a role that only hardcore fans would recognize him in: there's something just so absolutely Whedon about that.
