In almost every situation, when the Doctor is confronted by an enemy, he stands his ground and faces the challenge. That's not what went down when the Family of Blood caught his scent. When they were on the Doctor's tail, he ran across space and time to lose them.

When that didn't work, he disguised himself as a human and forgot who he was. He did this purposefully, and in so doing, began to live a normal, human life. This made it impossible for the Family of Blood to zero in on his location, but eventually, they found where he was hiding.

Martha had to pull him out of his trance, which brought the Family down on him hard. To go after the Doctor, they took over the bodies of the local townspeople. This included a teenager and a young girl. They had no qualms about going after the Doctor, his companion, the children in the school, or anyone else who got between them and their target.

In the end, the Doctor was able to defeat them, but you have to wonder how nefarious the Family of Blood must have been to get the Doctor to turn tail and run.
