There are very few enemies of the Doctor who are individuals, as most of his villains tend to be entire races or groups of malevolent beings. Still, there are the occasional bad apples that come back, time and time again to thwart the Doctor's plans or harm his beloved children of Earth.

Of the many villains the Doctor has had to contend with over the years, one of the most dangerous of all has been Davros, the creator of the Daleks. The character was introduced more than a decade after the Daleks were introduced in "Genesis of the Daleks," and he's been a thorn in the Doctor's side ever since.

Davros is a megalomaniac, and through the creation and use of his "children," he plans to take over as the ruler of the universe. Granted, his vision of such a universe is typically devoid of all non-Dalek life, so his manner of genocide is on the universal scale.

Typically when Davros shows up on the series, it's due to the culmination of a sinister plot, which leaves the Doctor little time to stop him. Whenever the two go up against one another, the body count is often high, and the stakes are far higher.
