Never a true villain in their own right, only two speaking Tivolians have appeared in Doctor Who. The first memorably played by David Walliams in The God Complex, and another in Before the Flood.

They are a race who inhabit the most invaded planet in the galaxy, welcoming invaders and bowing to whoever takes control of their planet.

The Doctor remarks in The God Complex that their cowardice can actually be very malicious. In The God Complex, we see the Tivolian sacrifice a man in the hope that it will save him. It would be very interesting to see their world, how they have come to thrive off being invaded, and then taking advantage of the races who enslave them.

This could end up leading the Doctor into a very interesting moral dilemma, who does she save in this ambiguous relationship of symbiotic enslavement, going on to expose a weak point in the armour of her moral compass.
