2. Raditz

Fans of Dragon Ball can be forgiven for not remembering that Goku has a brother. This guy shows up at the very beginning of DBZ to kidnap Gohan and to tell Goku that he's from space. He has a big fight with Goku and Piccolo, and Goku sacrifices himself to help Piccolo bring him down.

... And that's pretty much his whole story.

Both Goku and Raditz die in the opening arc of DBZ but unlike Goku, Raditz never really comes back. Yes, we see a younger version of him in a couple of flashbacks but outside of this he only has two cameo appearances in Super and GT.

Raditz, being Goku's brother was definitely a character who had a whole lot of potential for growth. However, since Vegeta came into the story and rose to such prominence, any idea of bringing him back seems fairly superfluous.

That said, many of the recent games have given Raditz a lot more spotlight. Dragon Ball Xenoverse, Dragon Ball Xenoverse 2, Super Dragon Ball Heroes: World Mission, Dragon Ball Fusions and dragon Ball Z: Kakarot, are all games which explore this character and give him something of his proper due.
