7. Dr. Hartman

It's hard not to make Simpsons comparisons sometimes, but if Family Guy can do something first, then maybe it's worth making. Dr. Hibbert on The Simpsons is a great one-note character, but aside from the running gag of seeing him in various time-period get-ups from the past (Hippie Hibbert, Rasta Hibbert etc.), and his laugh at the most inappropriate of times, the show hasn't done much with him. Family Guy hasn't done much with Dr. Hartman, either, besides show him as incompetent, always saying misleading things, and pointing out how he has the exact same voice as Carter Pewterschmidt - but they do have a chance to give him a back story and have him come to the forefront for an episode or two. Why not? The Simpson's have Dr. Nick as well, but with Family Guy, it's all Hartman. Hospital visits on Family Guy are usually good for better than average laughs, and Peter is always risking life and limb, so it's easy enough to make this happen.
