6. Michael Hitchcock
Even though it's probably the only appearance Michael Hitchcock has ever made without his gluttonous counterpart Scully by his side, Hitchcock's sole inclusion on this list is based around the fact that he is leaps and bounds ahead of his aforementioned partner in the aspect of busting guts. Which is the only thing this veteran officer ever seems to bust on the show, when, of course, it isn't his own gut busting out of his shirt - as you can clearly see for yourself.
Despite being an advocate for the law, Hitchcock spends most of his time getting up to relatively unlawful conduct. He's a bit of a shady dude and definitely has the best case for being considered the most deranged, if not outright unhinged, of the 99th precinct's personnel.
He comes complete with an erratically archaic state of mind, and although he has absolutely no idea that half of the things he says or does border on offensive, it likely wouldn't stop him if he was well aware.
This has gotten him into some hot water at work though, especially when you consider the fact that he and Scully both scammed the Nine-Nine and stole a lot of money. Which eventually turned out to be for a moral reason, but aside from that, the man's just a framed Polaroid of how not to act in public. Which makes us urinate in our pants almost as much as he does.
