4. Mr. Garrison
If there's any character who's done it all - as far as the adults of the franchise go - Mr. Garrison is a strong candidate for this title. Speaking of candidates, there's also a time within the show in which he typified a real-life occurrence, when he became the euphemistic interpretation of Donald Trump during his tenure at the Whitehouse, or at least, in his lead-up to it.
Now, with any other character in any other show, this would likely be the pinnacle of their comedic ingenuity. They'd probably rescind after the event was over and end up slotting back into a role amongst the main cast, with little to no repercussions. While that did somewhat happen with Mr. Garrison, not only did he remain a pivotal character to the series, there's never been - and never will be - a time when he isn't imperative to the series, with his brand of comedy incurring the solidity of his place.
Becoming the president is a pretty big deal to the average man, but transitioning from a man to a woman, back to a man, interrupting the chain of evolution in the future after throwing faecal matter at Richard Dawkins and even being upset that his father didn't molest him as a young boy, are just small segments of what make up the Garrison regiment.
