It's odd that the Doctor Who headwriter has a reputation as a heartbreaker, when really, he doesn't kill that many characters. And twice, he's even used the line "Everybody lives". Madame de Pompadour died of natural causes, and Weeping Angel victims in 'Blink' lived happy lives. Rory was brought back often. Both him and Amy lived long and happy lives, too. Jenny's been revived by Strax. The Daleks have barely killed anyone under his reign. Clara died but that was only an echo of the real Clara, alive and well and living in the 21st Century. So, why do people dislike Moffat for killing off their favourite characters, when the importance of death was something much more akin to Russell T Davies's writing techniques? You could accuse him of bad characterisation, plot-holes and writing the Doctor more as a child, but you can't accuse Moffat of savagely culling Who favourites.
