Able to take the form of its victims worst fears, apparently It, as the heroes of the story christen the monster, found that a fear of clowns was a baseline fear in humans, and tended to take the form of Pennywise as a lowest common denominator shape because it affected multiple people. Translation: Its a killer clown. Yes, we know that they found that Its true form was a giant glowing spider-thing, but thats just bad special effects. Pennywise, on the other hand, was terrifying even if you didnt hate clowns. Without Pennywise, It is just a chip shop episode of Star Trek.
