5. Tomalak
The Vulcan's distant and cruel cousins, Romulans make most other warlike aliens look like a puppy in a bowtie. Having taken the Vulcan logical attitude to its absolute extreme, the Romulans have a profound hate of other 'lesser' races, and use this hate to justify killing and enslaving them en masse - helped in no small part by the fact that they have some of the most advanced ships in the galaxy.
While many Romulans have featured as villains in various Star Trek films and shows, perhaps the most powerful is that of Tomalak, who repeatedly appeared in The Next Generation to cause a bit of chaos. Where many other Romulans existed in the show only to be a physical threat, Tomalak also showcases his species' dangerous intellect, as he managed to trick the crew of the Enterprise into an ambush he had set, during which he would have defeated them if not for the timely intervention of a few friendly Klingon.
The Romulans are largely destroyed in the current Star Trek timeline, which is almost a shame, as they were at their most imposing when they had a surplus of ruthless figures like Tomalak at their forefront.
