10 Most Underrated Arrowverse Villains

Arrow's fifth season made the right call in going back to basics, a la the series' first couple of seasons. One of the ways the show did this was through the introduction of Tobias Church (also known as Charon), a street-level adversary that posed a significant threat to Team Arrow through near-unparalleled grit and resourcefulness.

He earned the name Charon due to his habit of leaving two coins on the eyes of those he murdered. Through years of criminal experience and connections, Church was primed to take over Star City and he executed his plans by kidnapping then-mayor Oliver Queen and various city council members. He also took out the heads of various crime families throughout the city.

Unfortunately, his desire to kill the Green Arrow stood in the way of Prometheus's own plans. The mysterious archer warned Church to back down, but the latter's pride got the better of him, as he lost his life at the hands of the villain.
