3. Councilman Milton

What Parks & Recreation has never been short of are generally well meaning yet profoundly out of touch folks, especially in local government. And the best of the best is surely Pawnee's very own Councilman Fielding Milton (James Greene).

Milton is old-school, and by "old-school" we mean sexist, racist, antiquated and barely animated. But that doesn't stop the fun from coming. First elected in 1948 as a member of the Dixiecrat party, whose mission it was to de-integrate baseball, Milton serves as a foil to many of Leslie's progressive and well-meaning schemes while serving as a newly-selected city councillor.

Bordering on senility and stuck in a forgotten era, Milton persists in modern times, ignorantly denigrating anyone who is not traditional, white, heterosexual and male, and yet remains watchable in spite of it. Sure, he keeps track of his female co-workers' menstrual cycles, but in his mind he only has their best interests at heart. He believes in a world where men are men, anyone not white or Black is "Indian", and people ride everywhere in a horse and carriage, and we get a full colour glimpse into that free of charge!

And, while it's not much, there is something to be said for having eaten the same lunch for 58 years. Caesar salad, extra dressing, extra croutons, and extra anchovies. Mmm...
