8. Al Gore
When South Park first fully parodied Al Gore in season ten, it was by mocking his obsession with ManBearPig - a metaphor for global warming. The joke mostly revolved around the character's inflated sense of importance, and the fact that most people ignored him. So, when global warming and climate change became a much bigger deal in the modern era, it made perfect sense to bring him back.
The incredibly silly and always funny appearances of Al Gore are a highlight for the show, as his obsession with ManBearPig treads the line between too goofy and genuinely political perfectly. He has developed throughout the series, slowly becoming more elusive and odd, but always maintaining the same amount of laughs.
The reason he is an underrated character comes from the fact that his presence in the show doesn't occur as much as it could. Because Al Gore is a real person they probably don't want to include him too much, admittedly, but he has evolved into less of a parody and more a distinct South Park character.
As a character in his own right - ignoring his real world inspiration - he should be more appreciated by the fandom and the creators.
