9. The Borg Queen

This may be something of a cheat, as the Queen is both as young as her current incarnation and as old as the Collective itself. The Borg were said to be a smaller, less domineering force at around the same time that Earth was going through the Renaissance, which would age the Queen at roughly 800-900 years by the events of Star Trek: First Contact.

However, the expanded universe suggests that she is much, much older than this. The Destiny trilogy posits that the Queen was the original creative force behind the Collective, originating from the Caeliar, a race of non-corporeal beings. Trapped in the distant past, she adapted to survive, assimilating anyone who came to close to feed her constant hunger. If this is accepted as the origins of the Queen, then she is easily one of the oldest beings that Starfleet has ever encountered.

By the 24th Century, it is clear that she is not confined to a single body. One such copy was aboard the Cube that self-destructed in orbit of Earth, while another copy was destroyed by Picard six years later, before a third was killed by Admiral Janeway. All the while, more and more copies of her continue to appear, suggesting that, along with the Collective, she can never truly die.
