If Fox have made one thing clear with the way they've handled the X-Men franchise so far, it's that Wolverine is the star. Hugh Jackman was just a struggling Australian actor when he got cast as Logan in the first X-Men film, replacing Dougray Scott at the last minute, and the former Broadway star was suddenly the hottest thing going. Realising they had a good thing going, the second film wasted no time in promoting Wolverine from part of the ensemble to the lead, a position which he continued to occupy during The Last Stand (killing off Cyclops early on helped), his two crummy spin-off films, and Days Of Future Past. Which is fine, but it's kind of overkill. He even stole the show in X-Men: First Class, and he only said one line. Either the X-Men TV show will be the first time they try and make something in the series without him, or they'll try and shoehorn him in in some capacity.
