Otto Mann has never really been a major character in The Simpsons, only getting a handful of episodes as the focus. He is one of the characters to have stayed with the family though, and is a constant side character in Bart and Lisa’s trips to school.

He’s certainly been around a while though, debuting in the show’s third ever episode, Homer’s Odyssey. Since then, he’s consistently been voiced by Harry Shearer, but the performance itself has changed considerably.

Unlike some other characters here, there’s a bit of an in canon reason for Otto’s voice changing, although the real reason is just that his original was a bit flat and one note.

When the school bus arrives late for a field trip, Otto apologises with ‘party hardy equals tardy’; it’s a typical, drawn out stoner voice, Tommy Chong style. It’s not an exact impression, but it’s a clear riff.

In following appearances though, Otto’s voice is much harsher, strained from years of drug use, poor hygiene and constantly yelling at heavy metal concerts. Time is a little funny in The Simpsons, so it doesn’t exactly explain why his voice changed, but it’s close enough.
