5. Montgomery Burns - The Simpsons

Springfield might be the strangest town in America. It would be the strangest town in its state if anyone knew what state it was in. While the show is called The Simpsons, and is technically focused on that family, there are dozens and dozens of other characters who feature prominently in the series. But after 31 seasons, that would inevitably happen.

One of the series most popular characters is C. Montgomery Burns, Springfield's oldest and wealthiest man, and the owner of the nuclear power plant that Homer works at. Calling Mr. Burns sketchy does him a disservice. The man is pure evil. Frail and decrepit beyond belief but evil nonetheless.

Mr. Burns has implemented some of the most Machiavellian plans the world has ever seen from someone who wasn't an official Bond villain. He stole the oil reserves of Springfield Elementary. He destroyed Moe's Tavern. He blotted out the Sun. And that was all in one episode. Thankfully, Maggie took him down and stopped his rampage.
