6. Scotty

Each of the Chief Engineers of the Enterprise are obviously prodigiously gifted characters with incredible problem-solving skills (if they weren't, the entire crew would have died countless times, to be fair), but Scotty is both the best of the them and probably the most underrated.

Scotty went down in Starfleet history as one of the most brilliant men of all time and one of the most valuable assets ever hired. He was also responsible for saving countless lives - and Earth itself - thanks to ingenuity and adaptibility that was unrivalled. Considering he was working alongside a crew containing belligerent, passionate and unhelpfully obtuse characters like Bones, Kirk and Spock respectively, that's even more impressive.

Scotty's intellect deserves special praise because it was generally most heavily relied upon in times of great pressure and his innovative eye for technology made often impossible missions and situations possible.
