When it comes to humanity, Data obviously came up short, but such was the power of his intrigue and his thirst for knowledge that he was almost singularly committed to discovering the secrets of human life. Therein lay his most charming flaw.

But beyond that endeavour, the android was easily one of the most intellectually gifted of all of Starfleet's recruits - in fact, he stands head and shoulders above all other candidates. He's a walking computer with an eye-watering operational speed (60 trillion per second) and 800 quadrillion bits of storage. He also has free will and the ability to learn further, making his brain a near-perfect machine.

He lacks emotional intelligence (much to his great shame) and what you'd probably call common sense, which gives him a blindspot he can't really hope to fix with his available skills, but it's hard to argue that he's not Starfleet's smartest.

We can probably add Lore into the same bracket, given their closeness, though his more nefarious cunning streak may just complicate matters slightly.
