Another brief appearance, but this one is so full of charisma and impossible cheeriness that the character's one scene is hard to forget.

In a revelation that probably didn't come as much of a shock to avid watchers of the show, Peter discovers he is mentally retarded after applying for the MacArthur Genius Grant in season four's 'Petarded'. Naturally, he begins to take huge liberties with his diagnosis, including running people over and kicking open ladies' toilet cubicles with no consequences.

Eventually, the state of Rhode Island appoints him a social worker named Verne, who is unthinkably chirpy and motivational, dismissing Peter's antics as him just "expressing himself". After virtually every sentence he utters, Verne claps hands with Peter, yelling, "High five! Alright!", and sending the man into fits of laughter.

And who provides the voice of this happy chappy? None other than LeVar Burton, who kept the Enterprise running as chief engineer Geordi La Forge in Star Trek: The Next Generation. The liveliness Burton brings to the role makes the character of Verne both insufferable and entertaining in equal measure.
