1. Luther Sloan - Extreme Measures

Luther Sloan may be keeping the Federation's best interests at heart, but there is no doubt that this smiling man is a villain through and through. He first recruits Dr. Bashir when he learns of the latter's abilities and skills, though he never lets his hand slip.

His greatest victory comes in the mission to Romulus, in which Bashir is again recruited. There are more twists and turns than a snowball falling down a mountain slope until eventually, in front of all to see, Sloan in seemingly killed by a Romulan disrupter blast. That being that, Bashir returns to the USS Belerophon and begins the trip home.

But Bashir figures it out - Sloan played him again.

This is a man who lives his life in the shadows, coming out only to play his part in a larger plan. Recent discoveries in Enterprise and Discovery point to Section 31 being a much larger part of the Federation than Sloan suggested but, even as the world went dark around him - Sloan's lies were as smooth and silky as that of any Cardassian's.

Is he really dead? Maybe. But, he's been dead before...
