2. Gul Dukat - What You Leave Behind

Dukat is the greatest villain of the Star Trek franchise. While Khan may have icon status for his face off with Admiral Kirk, Dukat had the most room to develop and evolve out of any of the villains in the rogues gallery.

He was the Prefect of Bajor and, when the occupation ended, he simply switched jobs. No Bajoran was able to get their vengeance against him. He would remain in good favour with his people, while even his poor luck would be short-lived. His negotiations with the Dominion could have spelled doom for the Alpha Quadrant, but he avoided retribution again by remaining aboard the re-taken Deep Space Nine.

His discovery of the Pah-Wraiths proved to be his ultimate victory. He was able to introduce one of the fire demons to the Celestial Temple and cut Sisko off from the Prophets. He is directly repsonsible for the death of Jadzia Dax. He was indirectly responsible for the growth of the Cult of the Pah-Wraith on Bajor and, finally, he was able to swing Kai Winn over to his side by the end.

He may not have succeeded in freeing the Pah-Wraiths, but through his belief in them, he achieved immortality in much the same way that Sisko did. Dukat may be gone, but never say never when gods and devils are involved.
