6. Intendant Kira - The Emperor's New Cloak

Nana Visitor can play some of the most tender scenes in the entirely of Star Trek Deep Space Nine. She can also play some of the coldest, and most evil. Her portrayal of Intendant Kira ranks as one of the best performances-against-type in the franchise.

The Intendant is a winner, almost every step of the way. She first runs Terok Nor, flipping between sensual and caring exterior for Kira to see, to switch then to madness and pure evil, in the blink of an eye. When Terok Nor is overcome by rebel forces, she still manages to talk them into keeping her alive - something that seems an incredible feat, not least because she personally had so many of them killed.

Even with the dreadful loss of the station behind her, she manages to worm her way into the ear of Regent Worf, surviving rebuttal time and time again (despite the frequent attempts by Garak to have her killed).

Her final scenes (to date) see her escaping yet again, thanks primarily to the compassion of Ezri - again capitalising on others' weaknesses. The Intendant may be without power, but at no point in her history was she a loser at all.
