7. Super Mutants

They're big, green, and they speak a bit strangely... but Shrek they are not. Super mutants in the West are the creation of both the Master (more on him later) and the Enclave, experimenting on humans with the Forced Evolutionary Virus (FEV) concocted before the Great War.

On the East Coast meanwhile, super mutants can be found in Fallout 3 making more of their kind in Vault 87, while in Fallout 4 they are largely a result of the Institute's underground experimentation with FEV.

Mutants come in a variety of forms, with different strengths, weapons, and appearances. If you've ever had to take on a super mutant behemoth, you would remember it. The majority see themselves as superior to humans, believing in an upcoming age of the super mutant. Since super mutants are sterile, the only way to make more of them is to capture humans and subject them to FEV.

Not all mutants, however, are evil. Marcus in Fallout 2 (1998) and Fallout: New Vegas, for example, wants to co-exist peacefully with humans. The Fallout games do not exclusively portray mutants as savage, and in what capacity they may appear in the upcoming series is a serious source of intrigue.
