That name, those gloves, the carefully clipped beard, the need to hypnotise people... well, the evidence is all there. In Castrovalva, he tied Adric up (alas, Adric got free) and his TCE, though extreme, is a handy way to dominate a submissive partner. When he was posing as Harold Saxon, it was obvious that wife Susie was a submissive, the Anastasia Steele of Downing Street (a role now played by Nick Clegg).

The Master has also often experimented with bondage. Who says that the Axons captured him? It's more likely the rogue Time Lord paid for a session in the fleshy restraint room until that annoying long haired American Bond wannabe wandered in. He certainly seems at ease when incarcerated, doesn't he?

The final piece of evidence are his shenanigans in San Francisco. Who needs bondage tape when you can dominate your partner with some snake spit tongue hockey instead? As for the Eighth Doctor, he has submissive written all over him and seems quite keen on being tied to a gurney and then having that bizarre modern art lash up stuck on his head. On Gallifrey, the Cloister Room is a well known code word for play room. Let's not forget that the Tenth Doctor looked rather comfortable tied to a gurney in The End of Time as well, didn't he?
