They really didn't want Hurley to be happy, did they? Hurley was arguably the people's champion throughout Lost. He asked the obvious questions that many viewers were screaming at the TV, he avoided anything confrontational and the most he ever asked for was for everyone to chill out and hope things worked out. With everyone else sleeping around or getting mixed up in awkward love triangles, if anyone deserved to truly find love it was Hurley. He didn't want to play games or manipulate anyone - unlike at least half the cast of characters - he just wanted to treat a girl like a lady and to be loved in return. Everyone rooted for Hurley and Libby as their innocently sweet and genuine relationship began to blossom. It was everything Hurley deserved. So what did the creators do? Have Libby get shot in the stomach right before their first proper date. If there's anyone that didn't choke up when Hurley said, "I'm sorry I forgot the blankets," as he cried over Libby's body, then they must be made of stone.
