9. The Mayor Gets His Pencil Sharpened - The Powerpuff Girls

The Powerpuff Girls got away with its fair share of risque humour over the course of its run, the most outrageously naughty of which occurs in the season two episode "Something's a Ms.", where the Mayor gets a visit from his aid Ms. Bellum, whose revealing clothing causes the Mayor to, er, snap his pencil.

It gets better. Bellum then grabs the Mayor's hand, pencil and all, and insists on helping him, by guiding the pencil into a pencil sharpener, as framed in a not-so-subtly pornographic fashion. Hell, the Mayor's two fingers even look suspiciously like testicles.

The Mayor then convulses with glee before letting out a spent sigh and staring at his newly sharpened pencil with a clear satisfaction. As a kid you probably just thought the Mayor was a bit of a weirdo, but clearly there's far more going on here.
