8. The Gridlock Citizens

Unlike the other people on this list, the citizens of New New York (as seen in the Series 3 episode Gridlock) don't actually know how unlucky they are, which makes their situation suck even more.

These citizens live their entire lives inside their vehicles, driving in circles round an endless motorway. They believe that, eventually, they'll get to leave this motorway, but in reality, they won't. They're trapped in a loop.

Imagine living inside your car for decades, chugging along on a road trip that doesn't actually have a final destination? The word "nightmare" springs to mind.

False hope aside, what truly makes their situation unlucky - and what earns them a spot on this list - is that freedom, fresh air, and a better life are literally right above their heads, and they don't even know it. They've resigned themselves to spending years on the motorway, simply because they think that it's their only option.

Of course, their luck changes when the Doctor shows up and springs them free, and here, we also learn that the motorway was sealed off to keep them safe from a deadly virus. The story of the Gridlock citizens did have a happy ending - but it's hard to put a positive spin on those years of life that were wasted.
