While winter is a more spread out event in Westeros than the real world, the effects of a dusting of snow are catastrophic to Britain - a country which gets flurries of the white stuff every single year. One minuscule, light, coating of snow across Britain sends the country into a panic. Airports go into lockdown, schools chain their gates shut, shop shelves are emptied by those who didn't prepare for 1cm of partially frozen water to end their very existence. The scenes are akin to a White Walker strolling around the streets of King's Landing complete with war horse and army of the undead. Naturally, only the North can truly handle a proper winter.
