3. The House Of Hugo
One thing the freshman season of Gotham was missing was an
exciting villain. With Fish Mooney, Penguin, and Salvatore Maroni fighting for
control of Gotham’s crime, fans yawned and wondered where the interesting
villains were hiding.
It turns out they were hiding under Arkham Asylum. With the backing of the Council of Owls, Dr. Hugo Strange was operating a superhuman monster factory. Experimenting with the dead and the living, there was no ethical line Strange would not cross. By using his experiments to breathe new life into Fish Mooney and Theo Galavan, he proved to be a powerful and dangerous villain.
With his lab giving rise to Mr. Freeze, Azrael, Firefly, and many others, Hugo Strange flooded the streets of Gotham with super-powered criminals and finally gave fans what they wanted. Now that he has been kidnapped by a sickly Fish Mooney, fans can expect an exciting new batch of familiar bat-baddies to arrive when Mooney eventually returns to take down the Penguin and take over the city.
