Davies has said for quite a while that Doctor Who could easily support its own version of the Marvel Cinematic Universe. Spinoffs like Torchwood and the Sarah-Jane Adventures (which he created) supported this claim, and Class, while short-lived, was another valiant attempt to get this going.

This harks back to an earlier point on this list. Davies has the power and experience to elicit an emotional reaction from the audience like none who followed him have managed. Sometimes, this relied on high camp, while other times, it relied on beating melodrama. Yet at all times, it used the familiar to grab our attention.

A cinematic universe, even if it was confined to television, is an exciting concept. Think of the episodes The Stolen Earth, Journey's End, and even The Wedding Of Sarah Jane Smith - these took the very best parts of what the Doctor Who fandom knew and super-charged them, creating an electric atmosphere that went beyond the usual Saturday night fare. They rewarded viewers for sticking with the shows, offering them an incredibly fun escape while also winking at them, knowing that everyone was in on the joke.

Davies made the world of Doctor Who bigger than it had ever been - something that won the love of viewers then, and would surely win the love of viewers in days to come.
