Bran became the weirdest character on the show after he downloaded the whole history of Westeros into his head and became the Three-Eyed Raven midway through season six. From that point, the previously bright-eyed and determined Stark child became the emotionless void that occasionally would pass on pertinent information when it suited him.

Bran's interactions became strange at the best of times from then on, but easily the oddest moment was when he was reunited with his sister Sansa after six seasons apart. Sansa is trying her best to understand what being the Three-Eyed Raven really means and instead of explaining clearly to her (he never clearly explains to anyone), he decides to cryptically say how beautiful she looked on her wedding.

Of course, this was the same wedding night that resulted in Sansa being assulated by her husband, who then proceeded to torment her for an elongated period of time, so the look of horror on her face is warranted. Bran's personality disappeared after he became the Three-Eyed Raven and the monotonous and dull tones of his voice recalling his sister's assualt were creepy, strange and especially weird.
