9. Dougherty - Star Trek: Insurrection

The mission to collect the metaphasic radiation from the rings surrounding the Baku planet was not without merit. Though Captain Picard makes an impassioned speech to Dougherty, the admiral seems to take Spock's old adage - the needs of the many outweigh the needs of the few - to the extreme.

It is however a little easier to mar this admiral with the 'Badmiral' monekar as one explores his actions toward the Enterprise, all while Picard attempts to keep the Baku on the planet. While Ru'afo may be the S'ona most directly responsible for the attack on the flagship, Dougherty is well aware of what he is agreeing to when he bids Ru'afo to send his ships.

The use of isolitic weapons against the Sovereign-class ship is grounds enough for violation of the Khitomer accords, but the admiral would never get the chance to face the music. He attempts, far too late, to stop the S'ona's dogged mission to destroy their B'aku brethren, which leads to the man getting strapped to a chair, having a skin-stretching device activated, and screaming in pain while Ru'afo makes good on his promise to take twenty years off his face.
