6. Erik Pressman - Pegasus
The Treaty of Algeron saw the end of open hostilities between the Federation and the Romulan Star Empire, but it also forbade Starfleet from ever developing cloaking technology. As the years went on, certain sections of Starfleet began to see this decision as one of the worst in the Federation's history.
Erik Pressman's rise to admiral came as something of a surprise, for he had lost the USS Pegasus with almost all hands. On that ship was the secret Starfleet inter-phasic cloaking device, so it was really quite a failure to lose it. When Ensign William T. Riker defended his captain, he never expected the events of that day to come back in such a way as they did when Pressman appeared on the Enterprise's transporter pad.
He was eager to begin the experiments again, despite the fact the very existence of the device threatened to throw the Federation back into war with the Empire. Now, it wouldn't be fair to say everything was one-sided - the Romulans have seemingly never honoured their part of the Treaty when it came to respecting the boundaries of the Neutral Zone, for example, yet this admiral was almost repsonsible for a war that would have cost millions of lives, and would most likely have resulted in a Starfleet defeat to the Dominion several years later.
