4. Norah Satie - The Drumhead

Admiral Norah Satie was directly responsible for two of the most pivotal moments in Jean-Luc Picard's life. First, she was the admiral who gave the order for him to take command of the Enterprise-D, as seen during his first arrival in All Good Things. Second, she was almost responsible for him losing that same command.

Satie took charge in the witch hunt aboard the ship after a supposed act of sabotage. There, she allowed her own paranoia, mixed with the confidence of a long career, and the arrogance of legacy, to blind her to justice and to focus entirely on a totalitarian approach to security.

Her methods, while obvious to some, were nevertheless attractive to others. Worf, for example, bought her approach hook, line, and sinker. It took her decision to focus her attention on Picard to break this spell, freeing him from her influence. In the end, her own hubris managed to be her undoing, displaying her true self to the attendees at Picard's hastily arranged trial. She was a reminder to all that the villains of the Federation need not always come draped in warrior's garb - they merely needed the authority to ruin one's career in the click of a finger.
