Romero is the the only character who tries really hard to live a moral and legal life, but his feelings for Norma make that extremely difficult. Although the murders he commits are sort of moral in terms of eradicating evil, by taking down Marcus and Bob, he is acting the way Norma wants him to act, not necessarily how he should. But then again, the guy did get shot, so he probably felt better about taking them out.
