9. Eugene Porter
Eugene Porter has always been a lot to take, but even his detractors have to admit that his character arc has been quite spectacular. When he arrived in season four, he was arrogant, annoying, and a bit too strange to be endearing. It didn't help that he was a coward, a trait that occasionally makes characters on TWD likeable but with Eugene just grated.
His arc was slow until the war with Negan, where he seemingly joined the Saviors and turned against his own friends. He seemed to enjoy his newfound power, and all that arrogance was more clear than ever. At the end of season eight, though, he betrayed Negan and was a key component in Rick's decisive victory against the Saviors.
Following the "death" of Rick, Eugene became a key figure in the communities, had shed his cowardly ways, and despite still talking like an overly-caffeinated robot, he's since shone as one of the show's most surprisingly endearing and important characters. Not bad for someone who couldn't use a gun when we first met him.
