1. King George

As one of the show's primary non-magical villains, King George disappeared from the show after delivering quite a big threat to David in Storybrooke several episodes into season two. Angry from all that had transpired between them in Fairy Tale Land, George informed David that he was going to ruin his life shortly before nearly succeeding in framing Storybrooke's resident werewolf, Ruby, for murder and destroying Jefferson's magic hat that could've allowed David to reunite with a lost Snow and Emma. Presumably, David subsequently locks up George in jail and the issue of what to do with him would be dealt with sometime later. But apparently, George now has a cell next to Sidney Glass, as he's never seen again in Storybrooke, behind bars or otherwise, either plotting or acting on a plot to continue to destroy David's life. Outside of one in which he's barely involved, he hasn't even shown up in flashbacks since. With much bigger fish to fry in his wake -- such as Cora, Peter Pan, the Wicked Witch of the West and now, presumably, Elsa -- it's doubtful that King George will ever get another opportunity to follow through on his anger.
