Chances are that even the most ardent Arrowverse fan will take a look at this name and say "Who?" That's because Dr. Brion Markov only appeared in a single episode of Arrow's first season, though he did have a big impact on the show, being the man responsible for creating the earthquake device which Malcolm Merlyn used to level the Glades.
Okay, so you're probably still wondering why that earns him a place on this list, especially in such a high position. Well, that's because the Brion Markov of the comics isn't a scientist, he's the prince of the fictional nation of Markovia - oh yeah, and he's a superhero!
That's right, going by the name of Geo-Force, Markov has a laundry list of geokinetic powers ranging from gravity manipulation, to the ability to create earthquakes. What's more, he was a founding member of the Outsiders, the rebound team set up by Batman after he left the Justice League that one time.
Yes, it's pretty obvious that the Arrow writers only used that name as a throwaway reference, given that they needed a scientist who specialised in earthquakes. And yes, this was a fairly common practice in the early days of the Arrowverse, with even Felicity Smoak initially being a throwaway reference to a comic book character. But come on, to take a hero as powerful as Geo-Force and reduce him to a throwaway charcater? That's no way to treat royalty.
