4. The Rogues
The other tragedy of Captain Cold and Heat Wave being shuffled over to the Legends crew, is that fans never got to see the proper formation of the Rogues. Throughout the first season of The Flash, it was made clear that viewers were witnessing the gradual formation of the iconic team, which consists of some of the Flash's most colourful enemies. The first season saw the introduction of several Rogues, but it was ultimately all for naught, with the concept of a collected group of Rogues seeming to fizzle out after Captain Cold and Heat Wave took their leave from Central City.
On top of that, several potential Rogues were drastically underutilised on the show. For instance, one of Sultan of Speed's most iconic villains, Captain Boomerang, only ever appeared in episodes of Arrow (even if one was part of a Flash crossover), never actually appearing in The Flash itself. Then there's the Sam Scudder version of Mirror Master, who fans were desperate to see appear in the show, but ultimately only appeared in a couple of episodes, before being eclipsed by a new gender-bent Mirror Master further down the road.
For a show that relies so heavily on the villain-of-the-week formula, you'd think the showrunners would make better use of the vast and colourful rogues' gallery that The Flash has to offer. Heck, it might have even been cool to see a season where the Rogues served as the big bads.
