Let's all be honest here, Tyrion has been pretty terribly written for the past few seasons. Ever since the show was unshackled from George RR Martin's source texts (and freed from the author's personal love of the character), he's gone from being the coolest character in the show to being one of the most downtrodden.

His fall from grace has very much echoed the turn of the wheel and he may rise again, but what if it's all been done so we aren't as sympathetic of him, to allow him to do something REALLY sh*tty to his allies? Tyrion has gradually been pushed away from Dany (mostly thanks to his own ineptitude as her chief advisor) and the meeting he had with Cersei in season 7 has been speculated as the sight of his betrayal of her in response.

Tyrion has been motivated partly by vengeance ever since he fled his execution and about proving himself as not the inferior "little monster" his sister sees him as. What if his goal could be achieved best by convincing her of his value through insurrection against Dany's forces? What if he's a sleeper agent now waiting to strike in order to prove to Cersei that he is everything a Lannister should be?

It would fit with the trope of underdogs proving themselves (albeit with a dark subversion) and also reinforce the imagery of blood ruling behaviour more often than not.
