16. William Thomas
William Thomas has the rare designation of being not only the first actor who appeared in the Classic Series to appear in a new episode, but he's also the only actor who also appeared on Torchwood, in which he played Gwen Cooper's father. His first appearance was in the Seventh Doctor serial Remembrance of the Daleks. He played Martin, an undertaker in Shoreditch, and this story is notable for the fact that it kicked off the 25th series and took place in 1963 London, at 76 Totter's Lane, no less. He then appeared as Mr Cleaver during the Ninth Doctor's run, a nuclear advisor investigating the safety of the Blaidd Drwg Power Station Project in Cardiff. Alas, his concerns are not met with enthusiasm as the Mayor is really Blon the Slitheen in disguise. He's not the only concerned citizen to run afoul of disguised villains...
