3. The Rani
Like the Monk, the Rani is another Time Lord villain that brings a completely different energy to Doctor Who. For the Rani, the ability to travel in time and space afforded her a diverse range of specimens for her experiments with brain chemistry.
In the online commentary for Last of the Time Lords, Russell T Davies can be heard joking that it was the Rani who picked up the Master's ring. It wasn't, but what if it's the Rani picking up the Toymaker's gold tooth at the end of The Giggle? Hmmmmm.
It would be a tall order to replace Kate O'Mara as the Rani, but it could be done. You just need someone with the right balance of high camp, glamour, and menace. Jinkx Monsoon is already taken, but what about Michelle Visage?
