18. Tabitha - Gotham
Tabitha Galavan a.k.a Tigress, has a storied history throughout Gotham. Beginning as a secondary antagonist involved with various crime families, she eventually resembles more of an anti-hero, primarily engaged in a rivalry with Oswald Cobblepot and as a mentor to a young Selina Kyle.
Having spent her earlier appearances slowly taking over Gotham City's criminal underworld only to eventually lose everything, she eventually begins working in the weapons business alongside Barbara Kean, ex-fiancé of Gotham protagonist Jim Gordon.
A vengeful Cobblepot eventually tracks her down and kills her lover Butch Gilzean in front of her, causing her to similarly swear revenge. She tracks him down after some time and attempts to assassinate him, only to fail and for Penguin to fatally stab her through the heart.
