Unlike most seasons of 24 which had multiple enemies, season 4 had one villain who was behind all the attacks: Habib Marwan. While Marwan was one of the more calculating bad guys the show, the amount of operations he had planned bordered on absurd. In the twelve episodes, Marwan attacked a train to get ahold of the Dobson override device, which he would use to initiate meltdowns of all the nuclear plants in the U.S. To stall the government from finding out about his meltdown plans, he kidnapped Secretary of Defence James Heller and hijacked the Internet to execute him in front of the world. You still keeping up? Jack and CTU rescued Heller and managed to stop all but one of the plants from melting down. However, because planning an assassination and nuclear attack barely takes any time, Marwan had contingencies to fall back on. After escaping the authorities, Marwan and his men managed to shoot down Air Force One from the sky and incapacitate the President. Did you think we were done? Nope, it turns out that the Air Force One attack was also used to get ahold of nuclear codes being held aboard the plan. Getting ahold of one of the pages, Marwan was able to program a nuclear missile, which his men across the U.S. had stolen, and launch it towards Los Angeles. Thankfully Jack and CTU were able to stop the missile, and like most villains, Marwan was dead by the end of the season. Look, it doesn't matter how smart you are, theres no way you were able to plan all that, regardless of how many years you put into it. Give us conspiracies and other bad guys in the shadows, as Marwans endless attacks were got more complicated as the season wore on and it was exhausting.
