25. Patsy - Absolutely Fabulous
Patsy enjoys indulging in drugs, alcohol and sex to excess. She is seen as the enabler of her friend Eddy. She works in fashion and her and Eddy often use their money to relive their childhood as Mods in 1960s London. The two of them often end up in dysfunctional yet hilarious conflicts.
24. JD - Scrubs
J.D begins his life as an intern in Sacred Heart hospital and serves as the narrator throughout the series'. The narration comes from his internal thoughts and often include some surreal fantasies. His carefree attitude helps him get by and always being eternally optimistic. Who wouldn't want this guy to be their doctor?
23. Hyacinth Bucket- Keeping Up Appearances
Hyacinth is a middle class snob, thinking she is higher on the social ladder than she really is- even going as far to insist her surname is pronounced "Bouquet." One of her much used catchphrases in the show is when she answers the phone- "The Bouquet residence, the lady of the house speaking." Her failed attempts to prove to others that she stands higher than she is results in much of the humor. She is particularly ashamed of her slobbish sister Daisy and husband Onslow.
22. Albert Steptoe - Steptoe & Son
Everyone loves a tramp, and the lovable but unlikable Albert Steptoe showed us all exactly why. Horrified by the idea of cleaning, and frequently smutty, he may have been the bain of son Harold's life, and the anchor that kept him from flying off to bigger and better things, but he was also completely needed by his son. Their dynamic was one of the greatest comic double acts of all time, and sparked a number of slogans (as is usually the way with successful characters and shows.)
21. Mrs Overall - Acorn Antiques
There's a good reason Julie Walters is a beloved British comedy actor, and it has an awful lot to do with the incredibly clever early work she did with Victoria Wood, including this seminal meta-sitcom that formed part of Wood's As Seen On TV show. The sets were comically flimsy and the lines purposefully fluffed for comic effect, but Walters transformation from "serious actress" to the hilarious and inept Mrs Overall was the triumph the entire thing. A joy to watch even now.
