4. Too Many Government Agencies
With series taking place on multiple Earths, it's understandable that each reality might have it's own agencies dealing with superhero issues. Now, with all the worlds combined these agencies are sharing one Earth and starting to look redundant.
With the DEO, Argus, ASA and the (now defunct) Time Bureau all existing on Earth Prime the superhero government is seeming a bit crowded. There is now a complicated question of jurisdiction in which some agencies like Argus and the ASA seem to perform the exact same function but share little or no contact.
